First of all what you say no 4-wheel cars?
We have the Group B cars and vans
( Maximum permissible mass )
MMA Motor vehicles not exceeding 3500 kg which has no more than eight passenger seats with a trailer up to 750 kg. Sets towing vehicles in category B and a trailer, in the MAM of the combination does not exceed 3500 kg and the MAM of the trailer does not exceed the unladen mass of towing vehicle.

then take a test like everyone else.
I suspect you do not have a car license as you say a wheel , suggesting a 4- wheel all-terrain vehicle , which is neither car or bicycle .
