CapitalOne would try but I think it requires full coverage. Is there another place that can be applied w / o requiring full coverage because liability alone is about the same as I have to pay now.

Any legitimate company that is giving a large sum of money for a vehicle that is going to want to protect their collateral ( the car). They require that you have full coverage because they want to make sure that if something happens to the vehicle, it will repair . It is very likely that you find a company that does not require full coverage.

No, all lenders require that you carry full coverage until the loan is paid. They want to protect your investment. If you do not want to have full coverage insurance you can always get the insurance provided by the lender , which will be much more expensive to insure the vehicle through its own insurance
