How do I obtain an Arizona drivers liscense, when I have a recently expired out of state drivers liscense?

Recently I made my move to Arizona officer, and I have an out of state drivers liscense expired in June ... Still I can get my drivers liscense az or is it late? They said they may have to retake the driving test or road test.

You have to take the driving test again. Better to have a birth certificate or passport for proper identification of the U.S. and a utility bill with your new address on it. Prepare to take a number and wait in line at the DMV office. The best thing to do is call the Arizona Department of DMV for most current information.
