What can i do to get my car from impound,i have the title signed and released,but not the registered owner?

My car was impounded by the sheriff but was released becaused the case is not presented . But to get to my car needs the release of the officers to lead to seizure by the evidence that the winery will rise. The only problem is that they have completed the registration of the car in my name. I started the process , but simply to get smogged and pay transfer fees the DMV. I have the vehicle title , signed by the previous owner who announced his interest in the vehicle . Who won the title and bill of sale to the DMV and began the registration process , but due to the fact that the car is impounded smogged I can not get to complete it. I was told that you can use one day of smog to obtain the release , but everything costs money, so my question is: I can get a title loan to pay the fees of the police (the release , transfer of payments and confiscate DMV fees ) based on the information I have provided about not complete the registration ? And if I can , WHERE? PLEASE HELP THE DAILY FEE INCREASE usurp .. IM DESPERATE
