For example, if you own two cars, and use the plates of a car in the other car. I am not referring to the plates - say two stolen cars that belong to you and you are using the wrong plates on a vehicle that you own.

you need plates on both cars no matter what! !
this is what I had to do. and both have insuranced I dont even drive. this sucks buts its the law and not pay a fine or court costs .
if the police run the plates get to pay court costs and fines of $ 200 occasions .
