In the UK you can drive , even if you do not have a piece of paper in his hand to prove it.

Accept that 5 " thumbs down" twits - is an offense to take a vehicle on the road in the UK, without evidence of coverage under the Road Traffic Act . Not actually have the cover note in the car with you, but you (or, to quote the act - its legally designated agent ) must maintain it. And the police have the right to demand to see her.
