Do you need worker's compensation if you are the sole proprietor and have no employees?

I'm in New Jersey. Our Homeowners Association has a strict policy of leaving teaching instructors offer a service to our community only if they have workers' compensation , and general liability . I HOA is interpreting our general insurance needs incorrectly because if you do not have employees ... Why pay the insurance for employees who have not. Can anyone shed some light on this? Again, I am in New Jersey.
